Abraham Rivera has over 27 years of experience with computers, networking, information security and digital forensics in the public and private sectors including academia. Currently Vice President, Lead Investigator for a Global Investment Bank and formerly the Executive Director of IT and Investigative Operations and law enforcement officer for the New York City Department of Investigation, his managerial and technical expertise is extensive, hands-on, and encompasses over a dozen operating systems, networks, databases and computer languages. He earned most of the major certifications in the information technology, information security and digital forensics fields. In addition, he has been teaching aggressive networking and security programs and has been performing speaking engagements at numerous institutions, organizations and conferences since 1998.

Biographical Notes
Dora Mendez is the Director of Human Resources at The Bridge, Inc. The Bridge is a nonprofit organization that provides mental health and housing solutions in NYC. Ms. Mendez led the HR integration and policy alignment of The Bridge’s affiliate organization Weston United Community Renewal, Inc.
Before joining The Bridge, Ms. Mendez served as Director of Training, Workforce Planning and Development at Win (formerly Women in Need). Ms. Mendez’s career in public service also includes working as an investigator of employment and housing discrimination complaints for the NY State Division of Human Rights – Office of Sexual Harassment Issues and at HELP USA’s Fair Housing Justice Center (FHJC). During her tenure at HELP’s FHJC, Ms. Mendez supported the creation, development and facilitation a unique training program on fair housing rights for survivors of domestic violence.
Prior to which, she served as Director of the District Office for former NYC Councilmember Gale A. Brewer and as a Paralegal Specialist for the U.S. Attorney’s Office Eastern District of NY under the outstanding scholar program.
Ms. Mendez earned her Master’s degree in Public Administration at the City University of NY- John Jay College of Criminal Justice; where she is now an Adjunct Professor. She is a lifelong New Yorker and currently resides in Harlem with her husband, Dylan Rogers, and their two children.

Dr. Minyoung Ku is an Assistant Professor of Public Management. She received her doctorate in public administration and policy from the University at Albany, SUNY and earned her MPA and BA in Public Administration from Sungkyunkwan University in Seoul, South Korea. Before joining the faculty at John Jay in August of 2017, she completed a postdoctoral position at the University at Albany, SUNY Center for Technology in Government. Dr. Ku's research focuses on information and knowledge management in the public sector and its impact on society, including organizational learning, technology adoption in the public sector, public-sector data management, and data-driven decision making in government.

Dr. Shick has been a full-time faculty member at Rutgers University-Newark’s School of Public Affairs and Administration (SPAA) and Long Island University. He has taught as an Adjunct Professor at the University of Nebraska and Northwestern University. Dr. Shick has edited the book Government Contracting, Routledge Press, 2016, and is currently co-editing the book, Human Services Contracting, Routledge Press, forthcoming. He has extensive experience in the public sector as a senior administrator in New York City government, working in: contracting-out of government services, financial and budget management, policy analysis, information technology, and intergovernmental and community relations. Dr. Shick’s research interests and publications are in the areas of privatization and the contracting-out of government services, nonprofit management, and organizational development. He serves on the editorial boards of the Journal for Health and Human Services Administration and the Journal of Administrative Sciences. Dr. Shick has been on the Board of Directors of Staten Island Arts for the last 15 years.

Marie Springer holds a PhD. In Criminal Justice, Policy Oversight and Administration from John Jay College of Criminal Justice, City University of New York. Springer currently teaches in the graduate program in Public Management at John Jay College of Criminal Justice. Her book: The Politics of Ponzi Schemes: History, Theory and Policy, is the culmination of nine years of research on federal level Ponzi schemes since 1960. She specializes in affinity fraud, financial markets frauds, elder fraud and other white-collar financial markets crimes research. Her research continues to build data sets on federal level financial markets crimes. This research has necessitated advanced skills in statistics to analyze the many data sets. This research includes monitoring financial crimes in relationship to economic events and in how the laws and legislation affects financial markets crimes.

Dr. Eller is an Associate Professor in the Department of Public Management and holds an MPA from West Virginia University, and PhD from Texas A&M University. Before arriving to John Jay College, Dr. Eller was faculty at the Bush School of Public Service at Texas A&M, served as the Associate Director of the Stephenson Disaster Management Institute at LSU, as the Department Chair and MPA Director at the University of North Carolina Pembroke, and most recently as faculty at the School of Public Health at WVU.
Throughout his career, Dr. Eller has served as Editor of the Policy Studies Journal and Risk, Hazards, and Crisis in Public Policy. His work has been funded by the Department of Homeland Security (DHS), the Department of Education (DoEd), the Federal Emergency Management Agency (FEMA), the National Science Foundation (NSF), the MacArthur Foundation, and various non-profit and public agencies. Currently, his research focuses on emergency management and recovery with special interest in vulnerable populations.

Melissa McShea is an Assistant Professor in the Department of Public Management at the John Jay College of Criminal Justice. Melissa completed her doctorate in public policy and administration along with master's degrees in economics and public policy at The George Washington University. Before joining the John Jay faculty in August 2018, she was a visiting assistant professor of political science and public administration at the University of North Dakota. Melissa's research interests lie in public budgeting and finance concentrating on state and local public finance, plus using economics as a framework for studying public policy issues. In addition to working in the private and non-profit sectors, Melissa has served governments at the local, state, and federal levels in various capacities.

Bio
Ron Calvosa, a Certified Inspector General and Certified Fraud Examiner, is the Executive Director of the Association of Inspectors General (AIG). He has thirty-nine years of fraud prevention and law enforcement experience. Prior to becoming the AIG’s Executive Director in July 2018, Calvosa was Assistant Director for Fraud Prevention/Assistant Inspector General with the Office of Inspector General for the Port Authority of New York & New Jersey (PA/OIG). Calvosa was responsible for managing the PA/OIG’s Fraud Prevention Program for each of the Port Authority’s large capital construction projects. From October 2007 to June 2018, Calvosa was responsible for managing the Fraud Prevention Program for the redevelopment of the World Trade Center site, which was critical to ensuring the integrity of contractors and vendors, and the prevention of waste, fraud, and abuse related to the redevelopment efforts at the WTC site.
Under Calvosa’s leadership, the Fraud Prevention Program, which included the use of Integrity Monitors, was applied to other capital construction projects, such as the Goethals Bridge Replacement Project, the Bayonne Bridge – Raise the Roadway Project, Moynihan Station Redevelopment Project, Lincoln Tunnel Access Program, Hurricane Sandy Recovery Projects, the LaGuardia Airport Central Terminal Building Redevelopment Project and the Newark Liberty International Airport Terminal A Redevelopment Project.
Prior to Calvosa joining the PA/OIG, he served as the Director of Fraud Prevention at the Lower Manhattan Construction Command Center from July 2005 to October 2007, and created their Fraud Prevention Program. From January 1982 to July 2005, Calvosa worked at the New York City Department of Investigation. He was Inspector General for the New York City Departments of Transportation, Design & Construction, Small Business Services and Citywide Administrative Services. Prior to his appointment as Inspector General in 1996, Calvosa held the positions of First Deputy Inspector General, Deputy Inspector General, Assistant Inspector General, and Confidential Investigator.

Shilpa Viswanath is a tenure-track Assistant Professor in the Department of Public Management. Her research focuses on public sector human resource management with an emphasis on gender equity, diversity and inclusive workplace practices. Dr. Viswanath also studies comparative public administration with a special focus on South Asia.
Dr. Viswanath was born and raised in Bangalore, India. She worked as a researcher in London, UK at the Crisis States Research Center, LSE; the Financial Times; Chatham House; and Kings College London prior to making her way in academia in the United States.

Patrice Schiano Dial is a Doctoral Lecturer in the Department of Public Management at John Jay. A native of New Jersey, Ms. Schiano earned a Bachelor of Business Administration from Pace University and a Juris Doctor from Quinnipiac University School of Law. She is licensed as a Certified Public Accountant in the State of New York and is admitted to practice law in the State of New York and in the District of Columbia. She is also Certified in Financial Forensics from the American Association of Certified Public Accountants (AICPA) where she also had the honor of chairing their Forensic and Litigation Services (FLS) Committee as well as serving as an ex officio member of the AICPA's FLS Executive Committee. As a forensic accountant with a passion for investigation, she has worked on national security investigations for the FBI, high profile cases for consulting firms, and more recently in the legal function of a multinational financial institution in their Global Internal Investigations Group. Ms. Schiano has overseen multi-million-dollar consulting engagements; worked with top law firms on privileged investigations both domestically and internationally; and is a subject matter expert and former FBI instructor on the topic of financial crime. Ms. Schiano is also a two-time FinCEN Law Enforcement Award recipient.
